The diversity immigrant visa programme
makes USA permanent resident visas available each year.
A Maximum of 50,000 visas is usually issued annually.

Natives of certain countries are not
eligible to apply for the USA green card lottery
this year because they have sent more than 50,000 immigrants
to the US in the last five years.
For DV-2004, the following countries
are not eligible to apply for the green card lottery:
The United Kingdom (except Northern
Ireland) and its dependant territories and Vietnam.
Persons born in Hong Kong SAR, Macau SAR and Taiwan
are eligible. Canada, China (mainland born), Columbia,
Dominican Republic, El Salvador, Haiti, India, Jamaica,
Mexico, Pakistan, Philippines and South Korea. Natives
from all other countries including Bermuda in North
America may apply for the green card lottery. Obviously,
the USA green card lottery is not applicable
to natives of other parts of North America.
The native of a particular country
refers to a person born in that country, regardless
of current nationality. Thus, the applicant is required
to have been born in a qualifying country (or be married
to an eligible applicant who fulfils all the criteria
including birth in a qualifying country or be the minor
child, under 21 of a person born in a qualifying country.
